The Civil Aeronautics Bureau (CAA) issued document "Aircraft Engineering Division Report No. 32, Proposed Rotor-plane Airworthiness ". This document provided the technical basis for issuing the Type Certificates to the world's first commerially certificated helicopters,

Sikorsky Model S-51, TC No. H-2 issued April 17, 1947
